Mr. Paul Martens, employed as a disaster manager at the Sint Maarten Fire Department, presented his master thesis to Prime Minister Sarah Wescot-Williams and Minister of Transport Ted Richardson. The research topic of the thesis was effective oversight on the maritime sector in the Dutch Caribbean in general and Sint Maarten in particular. The conclusions and recommendations of the thesis can assist government in ensuring the maritime inspectorate’s effectiveness.
Mr. Martens followed the master program in public management that was provided by the Open University of the Netherlands to a selected group of civil servants. This was part of a larger educational program on several levels for the civil service. In 2013 Mr. Martens defended his master thesis successfully. He graduated in March 2014 in the Netherlands as Master of Science in Public Management.
