James R. Moore New Incoming U.S. Consul General to Curacao

And Chief of Mission to Aruba, Bonaire, Curacao, Saba, Sint Eustatius, and Sint Maarten

The United States Consulate General in Curacao is pleased to announce the appointment of Mr. James R. Moore as the U.S. Consul General to Curacao and Chief of Mission to Aruba, Bonaire, Curacao, Saba, Sint Eustatius, and Sint Maarten. Mr. Moore, who holds the rank of Minister Counselor, will assume his duties as Principal Officer of the U.S. Consulate General in Curacao and U.S. Chief of Mission to the Dutch Caribbean in late June.


Mr. Moore is a career member of the Senior Foreign Service with nearly 30 years of experience as a U.S. diplomat. In his previous position, as Deputy Assistant Secretary of State for South and Central Asia from 2010-2013, Mr. Moore was responsible for U.S. public diplomacy and public affairs initiatives in that region, to which he travelled frequently from Washington. He has held high-level positions in U.S. embassies and consulates in several critical areas of the world. Mr. Moore’s last overseas post was as U.S. Deputy Chief of Mission to Sri Lanka and the Maldives from 2006 to 2009. He led the delivery of U.S. humanitarian, development, and demining assistance to Sri Lanka during the final years of the country’s long civil war and in its aftermath.

Mr. Moore has served twice in South America. As Public Affairs Officer and Acting Deputy Chief of Mission at the U.S. Embassy in Quito, Ecuador from 1999 to 2002, he was extensively involved in counter-narcotics efforts in the region. Prior to that Mr. Moore served for four years as the cultural attaché of the U.S. Embassy in Buenos Aires, Argentina.

Mr. Moore held the position of Minister Counselor for Public Affairs at the U.S. Embassy in Ankara, Turkey from 2003 to 2006. In the course of his career, he has also served at U.S. embassies and consulates in India, Pakistan, Egypt, and the United Arab Emirates. Mr. Moore is the recipient of several Superior and Meritorious Honor Awards from the Department of State.

Mr. Moore earned a Master’s degree in international relations from the Georgetown University School of Foreign Service in Washington, DC and a Bachelor’s degree in English literature from Colby College in Maine.
