Less money on budget for education

WILLEMSTAD — The first budget of the country Curaçao, which was forwarded to the States earlier this week, will reckon with the demographic development of the Curaçao population. For instance, less money will be spent on education compared to last year. However, according to the government, there was less cut back in order to keep some space for policy intensifying.

The Explanatory Memorandum (MvT) with the budget of 2011 mentions the decrease of the education budget for 2011. This decrease was prompted by an advice of the Council financial supervision (Cft) from the past to investigate the sectors Education and Healthcare. This investigation was conducted with the purpose to gain insight into the figures of the two sectors and to include these developments in the long-range budget of the country Curaçao. The budget mentions that the Cft wants to know if these consequences will be included in the long-range budget. The investigation into the remaining policy fields has not started yet. According to the government, the investigation process must yield usable revenues, which will subsequently be used to draw up the long-range estimations of the country’s expenditures.
In the MvT, the government also emphasizes the extra economies and efficiency improvements that could be realized with the joining of official apparatus’ from the former island territory Curaçao and the former country the Netherlands Antilles into one official apparatus.

The former Board of Governors consisting of PAR, FOL and PNP had drawn up the budget. The current coalition promised to submit a budget during the first quarter next year. This budget will meet the views of the MFK, PS and MAN parties.
The draft, which was forwarded to the States earlier this week, reckons with recent comments from the Council financial supervision (Cft) and the Advisory Council (RvA). The budget departs from a surplus of fifty million guilders on the normal service (revenues minus expenditures), but as on the other hand there is a deficit of 40 million on the capital service (calculations of interest, red.), the budget is balanced. In that, the budget complies with Cft-guidelines.
